Everyone who has signed the muster roll, with a toggle to grant or revoke officer status, an edit for correcting a name or BattleTag, and a delete for removing a duplicate or departed entry. Any current officer can use this — not just admins — and it takes effect immediately, no rules republish needed.
You need to be an officer to make changes here — you can still see who currently is one.

You need to be an officer to create a poll.
Every poll ever posted, active or closed, with full results. Only you see this list.
